As the solar energy sector grows in Australia, so too do the potential rebates on offer, which is where the Small-Scale Renewable Energy Scheme comes in.
What is the Small-Scale Renewable Energy Scheme?
The Small-Scale Renewable Energy Scheme (SSRES) is a government initiative designed to encourage people to invest in renewable energy on a smaller scale, including households and small businesses. The scheme provides incentives to install renewable energy systems like solar water heaters, air-sourced heat pumps and, of course, rooftop solar at your home or business.
The scheme has helped fast-track the uptake of solar across Australia, with a record 4 million installations reached in late 2024.
How does it work?
Although the term rebate implies being given something back, ideally cash, the small-scale renewable energy rebate centers around the implementation of small-scale technology certificates (STCs), which households receive when they install eligible renewable energy systems.
STCs can then be redeemed by either selling or assigning them.

Small-scale technology certificates (STC)
STCs are a financial device that allows the government to assign a value to renewable energy. The value of an STC fluctuates, depending on the market rate. They represent the amount of renewable energy the system is supposed to produce over a certain period.
The number of STCs allocated when you install your system depends on a number of different factors, like the size of your system, and where you live (different postcodes are given different values, according to how much sunlight they are exposed to).
Federal Cheaper Home Batteries Program
Australia Labor announced a pre-election commitment a $2.3 billion Cheaper Home Batteries Program, from 1 July 2025, that could reduce the cost of a typical installed battery by 30 per cent. The discount will be delivered through the existing Small-scale Renewable Energy Scheme – the same program that has been delivering solar subsidies since 2011.
Who can participate in the scheme?
The SSRES is designed to encourage the widespread installation of small-scale renewable energy systems, so anyone who installs an eligible system can participate. As long as you’re a home or business installing an appropriate system, you are eligible for STCs through the government’s Small-Scale Renewable Energy Scheme.
In normal circumstances, your installer will handle your STC rebate, which means you don’t have to do any of the legwork. The quote for your solar or solar + battery solution usually includes your STC deduction.
How does the Small-Scale Renewable Energy Scheme affect Plico customers?
