Labor Federal Win: Solar Battery Rebates

Federal Labor has officially won the 2025 election, unlocking an expected significant wave of clean energy reforms for Australian households.

Their victory indicates that key rebates and incentives announced before the election, including game-changing support for solar + battery systems, could soon be available.

With a renewed national focus on lowering energy bills and accelerating the transition to renewables, homeowners stand to benefit more than ever.

What does Labor winning the 2025 Election mean for clean energy?

One of Labor’s flagship election policies was the $2.3 billion Cheaper Home Batteries Program, which applies to Australian Households and will reduce the cost of purchasing and installing solar batteries. 

The program is not means-tested and could offer around a 30%* rebate on batteries. Households with existing rooftop solar could save an extra $1,100 off their power bill through the addition of a battery, while those opting for solar + battery for the first time could save up to $2,300, or 90% of a typical bill. 

The goal is to install one million new batteries by 2030. While one in three households already has solar power, only one in forty currently has a battery.

Cheaper Home Batteries Program (Federal)

The Cheaper Home Batteries Program is backed by $2.3 billion in federal funding, subject to government approval, and set to launch nationwide. 

The program will be delivered as part of the Small-scale Renewable Energy Scheme (SRES) and will be adjusted annually. It will not be means-tested, which means it’s open to everyone, including community facilities and small businesses.

Homeowners with existing battery systems can upgrade their systems, subject to eligibility criteria. A minimum battery limits of 5 kWh applies. Batteries will need to be Virtual Power Plant compatible to ensure this initiative can support the grid and provide long-term cost-of-living relief. The great news is that all of Plico’s batteries in WA are connected to our first-of-its-kind VPP. 

 

Energy bill relief for households and small businesses

Sources have reported that, starting on July 1, 2025, every household will receive $150 off their energy bills — automatically applied in two quarterly instalments of $75 each. 

An estimated one million small businesses are also eligible, provided they meet the government criteria, with the rebate amount dependent on the state the business operates out of.

Supporting energy upgrades across Australia

The new government has also pledged its support to a number of energy upgrades across Australia. 

 

$1 Billion Household Energy Upgrades Fund

The CEFC Household Energy Upgrades Fund is a $1 billion fund designed to help homeowners fast track their energy transition to clean energy, while lowering their electricity bills and their carbon footprint at the same time. 

Through the Household Energy Upgrades Fund (HEUF), CEFC offers low-cost cost finance through a variety of financial institutions, all of which are aimed at helping eligible households cut long-term energy use and costs.

 

$800 Million Social Housing Energy Performance Initiative

At the end of 2024, the Australian Government announced an additional $500 million, starting from 2025-2026, to expand the existing Social Housing Energy Performance Initiative, bringing total funding to $800 million. 

The initiative is delivering a range of upgrade types, including solar systems such as solar panels and batteries, thermal shading and insulation and installing energy-efficient appliances like hot water systems, ovens and cooktops. 

The initiative expansion differs between states. In WA, it applies to thermal shells and appliances, while in VIC, it includes thermal shells, appliances, and solar systems.

What does this mean for WA?

West Australians are in a strong position to make the most of the new federal battery rebate. From July 1, 2025, eligible households could access the expected 30% federal rebate and benefit from local programs like the Distributed Energy Buyback Scheme, which credits you for exporting unused solar energy to the grid. 

A separate WA Battery Rebate of up to $5,000* could offer further support; however, this rebate is limited to 20,000 households. With long sunny days and increasing energy costs, it’s a good time to consider a solar + battery system that works harder for your home.

Whether the WA and National Battery Rebates can be stacked has not been confirmed.
